지방의회의 인적 역량 비교 분석: 집행부와의 상대 비교를 중심으로

The focus of this study is to evaluate the competency of local assemblies in Korea. In particular, this study has tried to evaluate the human competency of local assemblies from the relative point of view compared with the level of executives. This study has developed the model of human competency in local assemblies and selected measurement indicators designed to evaluate the level of human competency of local assemblies. This study has performed an empirical analysis through a questionnaire survey. Following a survey targeting servants in both executives and local assemblies, this study has compared different factors of human competency to identify differences between executives and local assemblies in Korea. The analysis showed that of all the factors of human competency of local assemblies, citizen orientation scored highest while expertise scored lowest. Most of the factors that make up the human competency of the local assemblies showed slightly above average at 3.0 or higher, while expertise showered below average at 2.56. A comparison of the human competency between executives and local assemblies showed the former surpassing the latter in all the factors of the human competency. In order to improve the competency of local assemblies, expertise should be firstly focused followed by leadership and problem-solving ability.
