초록
Technical barriers in the trade liberalization debate refer to the elements of trade that hinder the free trade of goods and services by adapting and applying different standards, technical regulations, certification procedures, and inspection systems to other parties. Standard has dual meaning in the industrial view: first, it can increase the effectiveness of economic activities and preoccupy the market. This preoccupied standard, however, becomes obstacles for late players to overcome and barriers for the free trade system. If so, what point of view do the Korean companies have about 'Standard and Technical Regulation' functioning as technical barriers? This study aimed to focus on Korean small and medium corporations, examining the extent of recognition on standard as trade barriers, whether they recognize standard as the measures for market preoccupation and what can enhance the recognition on standard. By literature research, this study covered the concepts and trends of technical barriers, while the concepts of standard and international standardization activities were examined. Then by surveying 151 Korean SMEs, the study empirically examined the recognition and utilization of standard as trade barriers, and the satisfaction level about the support system to increase such recognition. Finally, policy directions were made on how Korean SMEs can enhance the recognition on standard as trade barriers and the function as standard makers.
