The collaboration through multi‐sectoral participation is significant to solving various public problems. The purpose of this article is to examine he pcollaborative governance works in environmental dispute. Thus, this studypconducted a case studypof building incinerator in the Gunpo city. The results demonstrated that the role of and function of NGOs and cgovzen participation wgoh deliberation is essential to achievepcollaborative governance. This case made a contribution to awakening the significance of collaboration wgoh cgovzenship and deliberation in the process of collective action.
