Since the 1980s, major countries have tried to overcome staggering economic diffi culties and to improve national management through various and innovative ways. Among them performance management based on the so-called new public management (NPM) was an effort to manage administrative activities by measuring the performance of government activities as well as to break down the input and process-based management (for more detail on NPM and performance management, refer to Ko, 2008).
