The Difference of Intention to Use E-government based on National Culture between Vietnam and Korea

In new century, most of governments have turned to new operating paradigms through Information Technologies to meet the demands of citizens with more transparent, efficient and timely services. The development of ICT has had a profound effect on accelerating the sharing knowledge, improving the technology skills and carrying out the convenient demands for using public services Therefore, E-government services are considered as the necessary solution for Government to improve the government's efficiency. The study found out many differences between Vietnam and Korea, especially the differences from Power Distance and Indulgence/Restraint. It also explained for differences from the thinking of Vietnamese people and Korean people under the influence of Culture. For Vietnam E-government, there are many barriers from the Government Regulation and Awareness of the users in E-government adoption. On the other hands, Korea even has had the top ranking for E-government quality in the world, but Korean citizens still do not satisfy with the quality of E-government. This research also found out the differences of culture between Vietnam and Korea which affect the behavior intention to use the new technology system as E-government. © 2019 IEEE.
