주·토공 통합의 효율성 평가: 자료포락분석을 통한 지방공기업과의 재무제표상 비교를 중심으로

Incumbent administration has put forward integrating Korean National Housing Corporation(HC) and Korea Land Corporation(LC) that have overlapping business areas related to housing supply as a top priority to achieve efficient public corporation reform. However, current trend of discussion over the necessity to integrate the two corporations is found far from the viewpoint of efficiency, and is full of emotionally conflicting reactions between pros and cons. Also, governmental plan for modernizing public corporations puts stress on simple rationale of integration without evaluating possible improvement of efficiency which could arise by integration. It is necessary to evaluate whether integration could lead enhanced efficiency in terms of objective and quantitative perspectives. This study tried to figure out changed efficiency of integrated corporation by comparing relative efficiency levels among public corporations of state-run and municipality-run in the era of localization. For this purpose, we employed Data Envelopment Analysis which is suitable to measure relative efficiency level among different decision making units. As a result, both HC and LC are found less efficient than some other local public corporations who are able to cross-subsidize and put more input on relatively lucrative areas such as land development. However, from the simulation test of various scenarios, this study found integrated corporation has higher efficiency level compared to HC and LC alone. The level becomes higher when integrated corporation gets rid of overlapped business areas, and it could achieve ultimate level of efficiency when it decreases input level or increases output level. From the study, we found that it is desirable to integrate both corporations and restructure their business areas to achieve enhanced level of efficiency compared to municipality-run public corporations.
