ENHANCING SEVERE EMERGENCY CARE IN KOREA: OPTIMIZED OPERATIONAL POLICIES AND DEPLOYMENT STRATEGIES FOR DOCTOR HELICOPTERS

Doctor helicopters have been proven effective in reducing patient mortality rates, but their utilization in Korea is significantly lower than in other countries. This low utilization is further hindered by insufficient handover points and a low on-site transfer rate. To address these challenges, this paper proposes a novel operational policy and explores alternative deployment strategies for doctor helicopters. Specifically, we propose integrating doctor helicopter operations with Regional Emergency Medical Centers (REMCs) to expand coverage for more emergency patients. By enhancing the efficiency and reach of emergency medical services, our study aims to significantly improve care for severe emergency patients in Korea. © 2025 ICIC International.
