공공기관 재직자의 역량평가 사전교육에 관한 연구 : 역량평가 사전교육의 효과성 향상 방안을 중심으로

The purpose of this study is to improve pre-education by analyzing the needs of the assessors in order to enhance the effectiveness of the competency assessment of public institutions. The subjects of the survey were 177 assessors participating in the pre-education program to prepare for the competency assessment at the two public institutions, and data were collected online. The questionnaire consisted of demographic information (period of service, gender, and experience in capacity assessment), attitude toward capacity assessment, competency and assessment techniques desired to focus on, qualification requirements by the facilitator, and additional knowledge needed through prior training, and responded with a Likert five-point scale. In addition, specific evidence was collected through an open survey regarding anxiety about capacity assessment. Comparative analysis of the collected data into two groups of samples showed a homogeneous attitude in terms of attitude, understanding and need for competency assessment, but the presence or absence of competency assessment experience was not directly relevant. Understanding capacity assessment was relevant to friendly self-assessment. Regarding the method of operation of pre-education, he wanted to focus on learning the document box method, and he wanted to have an experience similar to the actual evaluation by choosing the difficulty level of the practice task. Based on these needs of learners, in order to enhance the effectiveness of competency assessment pre-education, it is necessary to make up more than 80% of the feedback portion of the facilitator and ensure that the difficulty level of the simulation task remains similar to that of the actual assessment task. It is also necessary to adjust the weight of the filing cabinets in the entire training and provide accurate information on the assessment in addition to feedback on the simulations. Finally, the effectiveness of public institution competency assessment pre-education will be enhanced only when the expertise of facilitators to provide feedback using simulation tasks is secured.
