Currently, E-government services are considered as effective tools that can improve the quality of information supply and reduce administrative burdens. In spite of significant benefits from E-government services, the rate of citizens' intention in using these services are still considered as the problem for many governments. This study analyzed the effect of user's behavior when using E-government in Vietnam and Korea. Based on the IS success model, TAM model and Social group factor, this research compared the differences between E-government services in Vietnam and Korea. A total of 419 participants completed the questionnaire, which included 208 Korean and 211 Vietnamese citizens. There are many critical differences between the two countries that come from technology and society aspects. The results also indicate some main points for developing E-government services in Vietnam through comparing with Korea E-government services. © 2017 International Information Institute.
