A discrete surface growth model is introduced to study the pinning-depinning transition of the quenched Mullins-Herring (qMH) equation with an external driving force. At the critical force, the growth velocity v of the average surface height follows a power-law behavior v(t) similar to t(-delta) with delta approximate to 0.158, and the surface width W shows a scaling W(t,L) similar to L(alpha)f(t/L-z) with alpha approximate to 1.350, beta approximate to 0.844, and z approximate to 1.60. Near F-c, the steady-state velocity v(s) follows v(s)(F) similar to (F - F-c)(theta) with theta approximate to 0.278 for F > F-c. We find various other critical exponents through the finite-size scaling formulas of the growth velocity v.
