A Study on Smart Construction Site Management Systems based on Artificial Intelligence to Prevent Serious Accidents in Small and Medium-sized Enterprises

초록

The recent expansion of the Serious Accidents Punishment Act (SAPA) has made it increasingly urgent for small and medium-sized enterprises (SMEs) to adopt effective safety management practices. Despite this need, many SMEs lack practical solutions tailored to their limited resources. This study proposes the Smart Site Management System (SSMS), which is designed to strengthen safety management through the use of smart technologies on SME-operated construction sites. The SSMS collects and analyzes real-time data to support AI-generated customized surveys, and the personalized Toolbox Meeting (TBM) enables early identification of high-risk tasks and potential hazards. By facilitating timely interventions, the system helps prevent serious accidents before they occur. The SSMS comprises essential components including sensors, data acquisition devices, monitoring and analysis tools, TBM automation, and safety alert mechanisms. To address the operational constraints of SMEs, the system incorporates resource-efficient solutions such as the Horizontal Pod Autoscaler and AI-driven prediction models. This research highlights the growing legal responsibilities of SMEs under the SAPA, and explores how smart technologies can support proactive compliance. Ultimately, the proposed system should enable SMEs to achieve safety management standards comparable to those of large construction firms.
